“TAIL” OF 2 FLORIDA COMMUNITIES
10 yrs ago, Jacksonville & Kern County- with similarly sized #’s of diverse low & middle-income people–each took in 30,000 stray, lost or unwanted animals a year & euthanized 20,000. Fast forward to today: Kern, with an $8+ million AC budget, is killing about the same #. Jacksonville, with a $3 million budget, euthanized 5,090 animals in 2012. What happened? Kern County, has pursued a series of short-lived, reactive programs implemented with minimal analysis or understanding of how they would reduce intake or kill numbers. In contrast, in 2002, a local business man, with financial support and cooperation from Jacksonville, founded a nonprofit with the goal of analyzing where most of the unwanted animals came from, marketing free S/N surgeries to pet owners in those areas & working to stop the flow @ that source. Key was targeting neighbor-hoods producing most of the unwanted animals, & fixing animals most likely to produce litters of unwanted animals year after year. It worked.
