NJ PILOT S/N Bill DELAYED
On 8-25, the Gov. returned S2923, to Senate w/ recommendations. It would have set up a pilot for S/N of dogs & cats released for adoption. That wasn’t the problem. Under current law, any animal captured by an ACO must be held for 7 days. S2923 would have let animals be transferred or euthanized before 7 days, if facility thought warranted. This created the chance for older or mildly injured animals to be euthanized before an owner could locate their lost pet. Senate has now OK’d keeping 7 day hold for any animal not voluntarily surrendered. (Many lobbied for this & were heard!) Assembly will likely consider after Nov elections and if they concur, Gov. will have 10 days to sign.
DO YOU KNOW THIS PERSON?
I met her in the pet food isle of my supermarket. She has an indoor cat that sees a Vet regularly. She is feeding a young stray she thinks is pregnant. She does not know how to use a trap, or where to get one. Animal shelters & rescues told her they would “fix” the Mom & abort the kittens. She says “I don’t want that for her”. She has not sought her Vet’s advice/help, fearing the same recommendation. She has not called Animal Control, fearing a worse outcome. She is unwilling to take in the pregnant cat. Though she doesn’t qualify for any financial assistance, she is also wary of the veterinary costs of acting on her own. Only she knows where this animal is. I learn a lot by striking up conversations in the pet food isle. This situation is so common and has to be a big part of the problem. This too needs fixing!

PFA Urges: SPAY BY FIVE!
PFA says “Most don’t know that dogs & cats can often reproduce by 5 months of age. They also don’t know that much of the pet over-population problem is due to accidental 1st litters. Many want to have their pets altered but do not know the facts—please help us make sure everyone knows to S/N at the right age—BEFORE 5 MONTHS, BEFORE they make the problem worse!” See www.pfaonline.org |
